Yes, the portfolio is one whole 12 X 12 sheet; no adhesive required!  You will store 2 cards and envelopes on each side.  You can create this portfolio for different size cards just by changing up the size of your paper; just remember to keep it square meaning 8 x 8, 6 x 6 etc.
